what does this mean? What is a 'transfer of authority'? I'm sorry, my knowledge of military jargon is minimal at best... Thanks!

The 116th BCT is replacing the 1-14th in Iraq since the Golden Dragons as well as the 2nd battalion of the 25th ID will be soon returning to Hawaii (some elements of the 25th have already returned)
This ceremony is a formal change of command. The 1-14th has effectively been relieved in Kirkuk. They are in Mosul now, but will be home in the next few months.
